Very unusual monument. Does anyone know where and why?

just look at the size of those bricks. That’s a close-up photo of a puddle of water taken close-by the ground, just look at the difference between the bricks size and the size of the people and if you look even closer you can see that there is no hole under the people you’ll see that bricks just seem to be running trough them.
